Central and Eastern Europe
On 1 May 2004, Hungary, Poland, Slovenia, the Czech Republic, the Slovak Republic, Lithuania, Estonia, Latvia, Malta and Cyprus officially became EU Member States. Bulgaria and Romania are to joinin 2007 while Turkey is not currenlty negociating for its membership.
Together with the membership, new opportunities opened for the civil society actors and the non-governmental organisations of the new Member States to participate in specific EU policies and programmes.

In the third countries:
The aid flows from the EU are in accordance with the prioritisation of countries of the DAC (Development Cooperation Directorate) of the Organisation for Economic Cooperation and Development (OECD) . The list is designed for statistical purposes and helps to measure and classify aid and other resource flows originating in DAC countries. in DAC statistics, "developing country" means a country on Part I of the DAC List of Aid Recipients. The list is reviewd every three years.
The European Commission "NGO Co-financing" unit - EUROPEAID / F2 - is in charge of management of two major budget lines :
1) BUDGET LINE 21 02 03 (ex B7-6000) covering two types of financing for the ACP (Africa, Carrabean and Pacific countries):
2) BUDGET LINE 21 02 13 (ex-B7-6002) covering the decentralised Co-operation ;
