Future of EU Development Policy
The material contained on this page reflects the contribution and lobbying work undertaken by APRODEV in collaboration with other CONCORD members at the time the Financial Perspectives and new aid instruments for the period 2007-2013 were negotiated.
The Financial Perspective defines the limits of financing for the EU budget and provides the reference for the annual budgetary expenditure inside a limited number of headings. External Actions (or EU as a Global Partner) is one of these headings and includes almost all Union’s expenditures relating to third countries with the exception of the European Development Fund (EDF), the funding instrument of the ACP-EU cooperation under the Cotonou Agreement. In addition to the adoption of the 2007-2013 financial framework, the whole process led to the adoption of a series of new external relations financial instruments, new regulations and new ways of working of the European Commission.

The paper summarises the position and recommendations of the CONCORD Task Force on the Financial Perspectives on the EC proposal for a Development Cooperation and Economic Cooperation intrument.
Financial perspectives 2007-2013 and the EU as a global actor: fight against poverty or terrorism?
The paper, prepared as a contribution to a seminar organised by CONCORD Sweden on 17 December 2004, presents an overview of the recent trends at EU level that illustrate the desire of all EU policy makers to play a more prominent role on the global scene. The effects of these trends on the future of EU Development Policy is analysed through the lens of the future Financial Perspectives and the future EU external relations instruments proposed by the European Commission..
